In Weberian bureaucracy model , which is a neutral mechanism in the provision of public services and based on a merit system bureaucratic structure has been quited away from that goal and has entered into a struggling trend against political power. The political power having authority in both the bureaucracy and trian his bureaucrats who will implemet its policies have applied nepotist relationships and favoritism. This method to keep under control of the bureaucracy refers by political power has been raised the question of the politicization of the bureaucracy. This situation has led to a situation reluctance and resistance against change and reform in public administration.
