In 2012, 14 cities have gained the status of the metropolitan municipality by the Law 6360. By bearing in mind this changes this paper firstly is examining the dual administrative structured life in the cities and giving some information about local services like transportation, water and sewerage and cemetery etc. Secondly, general characteristics of Muğla, the urban development process and urbanization structure of the city have been examined and some solutions were produced for the possible future problems. And finally, the changes which were the results of Law 6360, were analyzed and and citizens perceptions about the law have been analyzed. In this point of view, there are two parts of this study.
