One of the most important aspects of these efforts which can also be interpreted as modernization was related to rural administration. Based on the administrative model of French , these changes in rural administration were collected under the titles of adminstrative structure, constitutions of the state and adminstrators. The main purpose of this craving for change is to strenghten the central administration and to be able to keep rural areas under complete control . In this study, developments in the administrative structure of this period in Dersim Sanjak were examined. There are three main sections in this study: The first one, under the title of Introduction, mentions about geographical location of Dersim, and reforms brought by provincial regulations came into force alongside this period of modernization.
