Abstract

The prime ministry is the institution that is special to parliamentary system and it is originated from the classical example of English political system. Compare to the other members of the cabinet, it is seen that the prime minister, head of the cabinet, cannot be defined as “primus inter pares” which means the first among equals. Sartori, defines the situation of the prime minister within the cabinet as the “first above unequals”. The prime minister become more dominant as it controls the legislative power through its party corresponding to the prime minister’s hegemony over the executive forces. This system is defined as “prime ministerial government”. The purpose of this article is to examine the strong government structure that emerged after 2002 and the prime minister’s strong position in the context of “prime ministerial government”.
