The emphasis that transportation and communication underlie the other reconstruction operations is seen in all reports written on how to improve Dersim. It is mentioned in these reports that improvements in centralization, conscription, collection of taxes, establishment of governmental agencies and their operability, security, trade, employment, civilization, education, agriculture and metallurgy or any other field can be realized only after transportation and communication networks are established. It was expected that normalization could be ensured after reconstruction and public works were completed. The reflections of the reconstruction and public works throughout the empire, initiated with Tanzimat were also observed in Dersim, albeit late.
