INCREASE OF PUBLIC EXPENDITURES (CAUSES AND APPROACHES EXPLAINING INCREASE)

Abstract
There has been a continuous increase in public expenditures over the years. Some of these increases are due to apparently reasons such as “decreasing value of money, changing the writing technique in budgets, monetaryization of public services, and the effects of wars on the surface and population”. Another part is due to real reasons such as ”technological developments, the state's increasing activation in economic, social and cultural areas, defense expenditures and population growth”. While real causes lead to an increase in service, apparently there is no increase in service. . Approaches and opinions by various authors under the name of spending increase law, most importantly belong to the German financier Adolph Wagner. In addition, the Displacement Thesis, Unbalanced Growth Approach, Social Welfare Increasing Approach, Median Voter Approach, Bureaucratic Production Approach such as opinions are also available.
