TARİHİ BÖLGELERDEKİ KENTSEL DÖNÜŞÜMÜN KENT KİMLİĞİ VE KENTİN DOKUSU ÜZERİNE ETKİLERİ; İSTANBUL ÖRNEĞİ

Abstract
Kentin sağlıklı bir şekilde büyümesi ve zamanın şartlarına ayak uydurması için kentsel dönüşüm projelerine ihtiyaç vardır. Bu dönüşüm projeleri kentin kimliği için son derece önemli bir yere sahip olan kentin tarihi bölgelerinde yapılıyorsa çok titiz bir çalışma gerektirir. Bu bölgelerde yapılacak değişiklikler kentin dokusunu, kültürünü ve görsel kimliğini doğrudan etkileyecektir. Tarihi bölgelerdeki dönüşümlerin ‘yenileme’ yöntemiyle yapılması, alansal temizleme (yıkıp-yapma) gibi cerrahi müdahalelerden uzak durulması önemli bir gerekliliktir. Bu bölgelerde yaşayan insanların da kent kimliğinin oluşturulmasında ciddi katkıları bulunduğu dikkate alınarak, sürece aktif bir şekilde dahil edilmelidirler. Bu makalede kentsel dönüşüm uygulamalarının İstanbul kentinin görsel kimliğine yaptığı olumsuz etkiler, kentin kompozisyonu için önemli bir yere sahip “doku” öğesi üzerinden incelenecektir. Araştırma literatür taramasının yanısıra söz konusu tarihi bölgelerin güncel fotoğraflarını da içermektedir.

Abstract
Urban transformation projects are needed for the city to grow healthily and keep up with the conditions of the time. If these transformation projects are carried out in the historical areas of the city, having an extreme importance for the identity of the city, it requires a meticulous work. Changes made in these regions directly affects the city's texture, culture and visual identity. It is an important requirement to make the transformations in the historical regions by 'renewal' method and to avoid surgical interventions such as areal cleaning (demolition). Considering that people living in these regions also have serious contributions to the formation of urban identity, they should be actively involved in the process. In this article, the negative effects of urban transformation applications on the visual identity of the city of Istanbul will be examined through the “texture” element, which has an important place for the city's composition. In addition to the literature review, the research includes current photographs of these historical sites.
