Abstract

İslam dini, çocukların bakım ve eğitim görevini anne-babaya vermektedir. Ancak anne-babanın bu sorumluluğu yerine getirmemesi veya getirememesi durumunda, bu devletin bir görevidir. Günümüzde, değişen toplum yapısıyla birlikte kurum bakımında kalan çocuklar, parçalanmış aile çocuklarından oluşmaktadır. İnsan içerisinde yaşadığı toplumdan bağımsız düşünülemez. Topluma uyum sağlama konusunda yaşadığı toplumun inancını, kültürünü, ahlaki değerlerini tanıması bireyin hayatını daha da kolaylaştıracaktır. Normal şartlarda ailede öğrenilmesi gereken bu nitelikler, Korunmaya Muhtaç Çocuklar için özel bir eğitimle mümkün olabilecektir. Özellikle ailelerinden uzak, bir takım travmalar yaşamış, hayatın zorluklarıyla tek başına mücadele edemeyecek durumda olan bu çocuklar için, dinin iyileştirici gücü önem taşımaktadır. Bu bağlamda ilk adım, Diyanet İşleri Başkanlığı ve Aile, Çalışma ve Sosyal Hizmetler Bakanlığı arasında ilk defa 2007 yılında imzalanan protokolle başlamış ardından 2011 yılında yenilenmiştir. 2018 yılında imzalanan güncellenen protokolle kapsamı genişletilerek günümüze kadar bu hizmetler devam etmektedir.

Abstract

The religion of Islam gives to the parents the care and education of children. However, it is a duty of the state if the parents do not fulfill or fail to fulfill this responsibility. Nowadays, children living in institutional care together with changing social structure are composed of fragmented family children. Man cannot be considered independent from the society in which he lives. Recognizing the belief, culture and moral values of the society that they live in to adapt to the society will make life easier for the individual. Under these conditions, these qualifications which will be learned in the family will be possible with special education for Children in Need of Protection. Especially for the children who have experienced some traumas away from their families and who cannot fight the difficulties of life alone, the healing power of religion is important. In this context, the first step started with the protocol signed between the Directorate of Religious Affairs and the Ministry of Family, Labor and Social Services for the first time in 2007 and was renewed in 2011. The scope of the updated protocol signed in 2018 has been widened and these services are still in progress.
