Abstract
Bu çalışmada yabancı öğrencilerin Türkiye’yi tercih nedenleri altında yatan, neden – sonuç zincirlerinin belirlenmesi ve belirlenen bu zincire göre hiyerarşik değer haritası oluşturulacaktır. Ülkelerin yabancı öğrenci çekme politikaları gün geçtikçe önem kazanmaktadır. Ülkelerin bu girişimleri öğrencileri yurtdışında eğitim almaya yönlendirmiştir. Öğrencilerin yurtdışında okuma amaçları ve bu duruma atfettikleri değerler irdelenmiştir. Çalışmada sırasıyla yurtdışı eğitimi, yabancı öğrenciler, basamaklama yöntemi ve çalışmanın metodu incelenmiştir. Çalışmada elde edilen bulgulara göre öğrencilerin hiyerarşik değer haritasına göre 2 temel zincir oluşmuştur. Biri, yeni yerler görme, kişisel gelişim, özgüven, saygınlık iken diğer zincir; çağdaş eğitim, mesleki donanım, girişimcilik, ülkeme fayda.

Abstract
The aim of this study is determining the means – end chain of foreign students’ preference of Turkey and creating the hierarchical value map for them will be issued. Countries pay attention to foreign students day by day. Also students give answer this attention. students' stadying abroad and the values they attributed to this situation were examined. In the study studying abroad, foreign students, Laddering Technique were discussed. As a result of this study, according to students hierarchical value map two chains ocur. First one is to ‘see new places, personal evolution, self-confidence, prestige’. Second chain is contemporary education, professional equipment, entrepreneurship, benefit to the country’.
