Abstract

Orta gelir tuzağından kurtulup yüksek gelir grubuna geçiş yapan ülkelerin orta-yüksek teknoloji yoğun üretim yapısına sahip oldukları, kurumsallaşmalarını tamamladıkları, AR-GE yatırımlarını artırdıkları ve katma değeri yüksek malları ihraç ettikleri gözlenmektedir. Dünya Bankasına göre 1960’lı yıllarda orta gelirli 101 ülke arasında, orta gelir tuzağından kurtulup yüksek gelir düzeyine ulaşabilen ülkeler Yunanistan, Hong Kong, Güney Kore, Singapur, İspanya, Tayvan, İrlanda, Portekiz, Mauritius ve İsrail’dir. Çalışmanın amacı uluslararası rekabet gücü bağlamında bu ülkeler ile Türkiye’nin mevcut durumunu kıyaslayarak, Türkiye’nin orta gelir tuzağından kurtulabilmesi için bir yol haritası çıkarabilmektir. Araştırmanın yöntemi olarak Dünya Ekonomik Forumunun (WEF) Küresel Rekabet Gücü Raporuna göre belirlenmiş uluslararası rekabet gücü endekslerinden yararlanılmıştır. Kurumun yayınladığı rapor incelendiğinde, Türkiye’de son dönem itibariyle ekonomik performans bileşeninde iyileşme olmasına rağmen, orta gelir tuzağından çıkmayı başarmış ülkeler ile kıyaslandığında özellikle işgücü piyasalarının etkinliği, eğitim, bilimsel altyapı ve yenilik bileşenleri bakımından Türkiye’nin ortalamanın altında kaldığı anlaşılmaktadır.

Abstract

It has been observed that the countries that have got rid of middle income trap and switch to high income group have medium-high technology intensive production structure, they have completed their institutionalization, they increased their R & D investments and exported high value-added goods. According to the World Bank, among the 101 middle-income countries in the 1960s, the countries that were able to get rid of the middle income trap and reached high income level were Greece, Hong Kong, South Korea, Singapore, Spain, Taiwan, Ireland, Portugal, Mauritius and Israel. The purpose of the study in the context of international competitiveness by comparing the current situation in Turkey with these countries is to map out a way to get rid of Turkey's middle-income trap. As a method of research, international competitiveness indices determined according to the World Economic Forum (WEF) Global Competitiveness Report were used. When The Global Competitiveness Report is examined, although there were improvements in the recent period as economic performance components, compared with the median income out of the trap managed to countries, especially the effectiveness of the labor market, education, scientific infrastructure and innovation component terms are understood to remain below the average in Turkey.
