Abstract
21. yüzyıl toplumları her gün ortaya çıkan yeni durumlar, teknolojik gelişmeler sayesinde tarihin hiçbir döneminde görülmemiş bir hızda değişime maruz kalmaktadır. Ortaya çıkan yeni durumlar karşısında toplumda meydana gelen değişim toplumsal kurumların yapısını dönüştürürken, toplumsal kurumlar da toplumsal değişime neden olmaktadır. Kültürün kuşaktan kuşağa aktarılma aracı olan eğitim, tarihsel süreçte yaşadığı dönüşümler sonucu günümüzde kişinin toplumsal statüsünü belirleyen ve toplumların değişim mekanizmalarını elinde tutan bir konuma erişmiştir. Eğitimi toplumsal değişim aracı olarak ele alan bu çalışma, ulusal ve uluslararası sınav sonuçlarına odaklanarak Güneydoğu Anadolu Bölgesi’nde yaşanan eğitim probleminin bireysel ve kurumsal nedenlerini ortaya koymayı hedeflemektedir.

Abstract
Every day the new emerging conditions in the wake of technological change have transformed the society of twenty first century at the unprecedented level. The emergence of new conditions and resulting transformation has altered the social structure of institutions which in turn bring about social change. The education working as a mean to transfer culture from one generation to another generation has reached to a position, on account of changes taken place in historical process, which not only determines the social status of the person but also controls the mechanism of social change. This study considering education as a tool of social change, aims to find out the i
