Abstract
Modern zamanlarda birçok ülkede evsiz barksız insanların varlığı büyük bir toplumsal mesele olduğu kadar bir insanlık ayıbıdır da. Anlaşılması zor olan husus; zengin ve gelişmiş batı toplumlarında sorunun ağır surette var oluşudur. Nasıl oluyor da bu örnek memleketler bu sosyal yaraya dair temiz kesin bir çözüm ortaya koyamıyorlar? Önceki Demir Perde ülkeleri sorunun üstesinden gelmiş, hiçbir vatandaşlarını gûya ekmek çizgisinin aşağısında bırakmamış olabilirler; ancak ne pahasına? Müthiş yetkeci, buyurgan ve hattâ ezici bir idare mârifetiyle ki, her çeşit hürriyet (konuşma, ifade, seyahat, basın, inanç, girişim vs.) mutlak surette ve sözlük anlamında ortadan kaldırılmıştır. Demek liberal ve sosyalist olarak iki tezat yönetim, bu noktada eşit derecede umutsuz gözükmektedirler. Bu makale sokak insanları mevzuunun özneleri hakkında izah edici kuramlar içermekte; dünya ölçeğinde mukayeseler ortaya koymaktadır. Ayrıca; konuyu en ince teferruatına kadar ele alan gerçekçi bir Amerikan romanından kesitler sunmaktadır. (Bu arada belirtmek gerekir ki günümüzdeki mevziî harplerin kurbanlarının ve siyasal sığınmacıların acıklı hâlleri; bu çalışmanın kapsamını tamamen aşan devâsa bir konu hükmündedir).

Abstract
Homeless people in many countries constitute a big social problem as well as a shame for humanity, in modern times. What is hard to grasp is the existence of the problem in aggravated degrees in rich, developed western societies. How come those exemplary countries cannot come up with a clean exact solution, regarding this social wound? The former Iron Countries might have overcome the problem, leaving no citizen of theirs below the so-called bread-line; but at the cost of an extremely authoritarian, totalitarian and even crushing rule, where all kinds of freedoms (speech, expression, travelling, press, creed, venture etc.) were absolutely and literally abolished. The two opposite regimes, liberal and socialist, seem to be equally hopeless, in this respect! This article contains the related explanatory theories, makes comparisons across the world regarding the subjects of the topic of street people. The article also offers cross sections from a realistic American novel, which deals with the problem in question, in minute detail. (Meanwhile, it must be asserted that the tragic situation of the victims of current local wars and political refugees is a gigantic topic entirely beyond the scope of this work).
