Abstract
Bu çalışmanın amacı, on bir ülkenin polis meslek ahlakı bütünlüğünün karşılaştırmalı olarak analizini sunmaktır. Klockars ve arkadaşları tarafından geliştirilen “polis meslek ahlakı bütünlüğü (polis meslek etiği)” algılama anketinin ikinci versiyonunun on bir ülkenin polis mensuplarına uygulanması ile elde edilen veriler, bu çalışmada karşılaştırmalı olarak analiz edilmiştir. Söz konusu anket, polis meslek etiğine aykırı davranışların farklı türlerini betimleyen 11 adet varsayımsal senaryo içermektedir. Her senaryonun altında: ikisi ciddiyet, biri resmi kural ihlali, ikisi disiplin işlemleri ve ikisi de bildirme istekliliğini ölçmeye yönelik aynı 7 soru yer almaktadır. Ülkelerin polis teşkilatlarının polis meslek ahlakı bütünlüğü seviyeleri karşılaştırılırken, daha önce Klockars ve arkadaşları tarafından kullanılan ve bu çalışmanın yazarı tarafından geliştirilen “sıralama ölçeği” kullanılmıştır. Çalışma sonuçlarına göre ülkelerin polis meslek ahlakı bütünlüğü sıralaması, yüksek seviyeden düşük seviyeye doğru; (1-2) Avustralya ve Estonya, (3) Amerika Birleşik Devletleri (ABD), (4) Slovenya, (5) Güney Afrika, (6) Ermenistan, (7) Kuzey Kıbrıs Türk Cumhuriyeti (KKTC), (8) Hırvatistan, (9) Güney Kore, (10) Tayland ve (11) Rusya’dır. Çalışma bulguları, KKTC özelinde polis meslek ahlakı bütünlüğünü pozitif yönde yükseltmek için, öncelikle KKTC Polis Örgütünün, resmi kural ihlallerine yönelik polis mensuplarının algısını pozitif yönde yükseltmesi gerektiğini ortaya çıkarmıştır.

Abstract
The aim of this study is to present a comparative analysis of police integrity across eleven countries. The data obtained from police officers from eleven countries by using the second version of the “police integrity” questionnaire developed by Klockars and colleagues was comparatively analyzed in this study. The questionnaire contains 11 hypothetical scenarios describing different forms of behaviours against police ethics. After each scenario same seven questions are followed: two of them are about evaluations of seriousness, one of them is about violation of agency rules, two of them are about discipline and two about willingness to report. While comparing integrity levels of police organizations across countries, the “ranking scale” which was used by Klockars and colleagues previously and developed by the author of this study was used. According to the results of the study, it was found that the ranking of the police integrity levels of the countries from high to low were; (1-2) Australia and Estonia, (3) United States of America (USA), (4) Slovenia, (5) South Africa, (6) Armenia, (7) Turkish Republic of Northern Cyprus (TRNC), (8) Croatia, (9) South Korea, (10) Thailand and (11) Russia. The findings of the study reveal that the TRNC Police Organization, in order to improve the level of police integrity in the TRNC, in particular, should raise the perceptions’ of police officers positively towards official rule violations.
