Abstract
Gelişmiş ya da gelişmekte olan tüm ülkelerin ortak bir sorunu olan yoksulluk, istenmeyen bir durum olarak kabul edilmekte ve önlenmesi için bu yönde çalışmalar yapılmaktadır. Dünyada 1980’li yıllardan itibaren yaşanan küresel boyuttaki dönüşümler, yoksulluğun etki alanını daha da genişletmiştir. Kentleşme sürecinin hız kazanmasıyla birlikte özellikle azgelişmiş ve gelişmekte olan ülkelerde yoksulluk sorunu, kentsel ortamda çok daha farklı boyutlarda kendisini göstermektedir. Yoksulluğun kentte görünür hale gelmesiyle birlikte yerel yönetimler ve yöneticileri önemli hale gelmiştir. Kentsel yoksullukla mücadelede yerel yönetimler önemli roller üstlenebilecek birimlerdir. Çünkü yerel yönetimler halka en yakın kamu kuruluşlarıdır. Halkın ihtiyaç, talep ve şikâyetlerini yakından takip edebilme olanağına sahiptirler. Talep ve şikayetlerin çözümü konusunda yerel politikalar üretmek kentsel siyasetin bir gereği olmuştur.

Abstract
Poverty is a common problem in all developed and developing countries. This is considered to be an undesired situation and work is being done to prevent this. Transformations in the global dimension that have existed since the 1980s in the world have further expanded the domain of poverty. With the acceleration of the urbanization process, the problem of poverty, especially in the underdeveloped and developing countries, shows itself in many different dimensions in the urban environment. As the poverty became visible in the city, local governments and local administrators became important. Local governments in the struggle with urban poverty are the units that can play an important role. Because local governments are the closest public institutions to the public. They have the ability to closely follow their needs, demands and complaints. Producing local policies for solving demands and complaints is a necessity for urban politics
