Abstract
Bu çalışmada halen Terakki Vakfı Okulları adı altında varlığını sürdürmekte olan Selanik Terakki Mektebi adlı özel okulda bir dönem tarih, lisan-ı Osmani ve edebiyat öğretmenliği ile idarecilik vazifelerini yürütmüş ve usul-i cedit yöntemini esas alarak Türkçe kıraat kitapları kaleme almış olan Osman Şevki Bey’in, Türkçe öğretimine dair görüşleri üzerinde durulmuştur. Çalışma, Osman Şevki Bey’in Dördüncü Kısım Yeni Usul Talim-i Kıraat, Beşinci Kısım Yeni Usul Talim-i Kıraat ve Altıncı Kısım Yeni Usul Talim-i Kıraat adlı eserlerinden elde edilen verilerle sınırlandırılmıştır. Söz konusu eserler üzerinden içerik analizi yöntemi ile elde edilen bilgiler doğrultusunda Şevki Bey’in eğitimde her şeyden önce manevi değerlerin kazanımına öncelik veren bir eğitimci olduğu tespit edilmiştir. O, eğitimi günlük hayatla bütünleştirerek sonu olmayan bir süreç şeklinde tasavvur etmiş ve bu yönüyle yaşam boyu öğrenmeyi hayata geçirmeye çalışmış ileri görüşlü bir isimdir.

Abstract
This study examines the opinions of Osman Şevki Bey (teacher), who wrote Turkish recitation books based on Turkish education with usul-i cedid (the new procedure) method and served as history, Ottoman linguistics and literature teacher besides administrative positions at the private school named Selanik Terakki Mektebi (Salonica Progress School) which still continues to exist under the name of Terakki Vakfı (Progress Foundation) Schools. The study is limited to the results obtained from Osman Şevki Bey's Fourth Part New Method Talim-i Kıraat (Recitation Exercises), Fifth Part New Method Talim-i Kıraat (Recitation Exercises) and Sixth Part New Method Talim-i Kıraat (Recitation Exercises). In accordance with the information obtained by means of content analysis method through his works, it has been determined that Osman Şevki is an educator who prioritizes the acquisition of spiritual values before anything else. He was a visionary who conceived education as an endless process who integrated education with everyday life and thus tried to help realize life-long learning.
