Abstract
ideolojisi çerçevesinde şekillendirilen eğitimde teftiş anlayışına ışık tutulması amaçlanmıştır. Ayrıca, Cumhuriyetle birlikte oluşturulan denetim ile ilgili yasa ve yönetmelikler çerçevesinde Türk eğitim sistemindeki denetim sistemi ortaya konulmaya çalışılmıştır. Çalışma nitel bir çalışma olup, doküman incelemesine dayanmaktadır. Türkiye Cumhuriyeti Devleti modern bir devlet olmanın gereği olarak eğitim ve öğretimi denetim altına almak için 1926 yılında 739 sayılı Maarif Teşkilatı Kanunu ile müfettişlerin hak, yetki ve görevleri “teftiş” konusunda düzenlemelere gidilmiş ve eğitimde teftiş anlayışı; eğitim seferberliğinde organize edici kavram olarak önemsenmiştir. Türk eğitim sisteminde eğitim birliğinin sağlanmasında “Maarif Eminleri” önemli görevler üstelenmişlerdir. Bu yıllarda eğitimle ilişkili çıkarılan yasalar, yönetmelikler ve genelgelerin toplum kalkınmasında anahtar bir rol oynadığı görülmektedir. Abstract
In this study, it is aimed to be highlighted the inspection understanding which is the basic of education system, which was shaped according to education ideology in the first years of the republic. Also, according to the laws and regulations which were created within the republic, the inspection system in Turkish education has been tried to be revealed. The study is a qualitative study; it depends on examining the documents. The Republic of Turkey, to be the modern state, to inspect the teaching and education, in 1926 within the Ministry of Education Organization law, arranged inspection regulations about inspectors rights, powers and duties and inspection approach in education has been considered as an important concept in organizing the education campaign. In having the unity in Turkish Education system, the inspectors undertook important missions. It can be seen that in these years, the laws, regulations and circulars which was enacted related to the education played a key role in
