Abstract
Günümüzde artık en önemli üretim girdisinin beşeri sermaye olduğuna dair hiçbir şüphe yoktur. Ülkelerin kalkınmasında beşeri sermayenin önemini teorik ve ampirik çalışmalar da kanıtlamaktadır. Klasik büyüme modellerinin açıklayamadığı büyümeyi artıran faktör yeni büyüme modellerinde beşeri sermaye ve Ar-ge gibi insan faktörünün ön plana alınmasıyla açıklanabilmiştir. Ülkelerin olduğu gibi bölgelerin de eğitim seviyesi ve beşeri sermaye stoklarının geliştirilmesinde sahip olunan altyapının hayati önemi vardır. Örneğin illerde bulunan eğitim ve sağlık kurumlarıyla bölge halkının eğitim ve sağlığa yaptığı harcamalar beşeri sermaye gelişiminin yanı sıra illerdeki ekonomik hareketliliğin de önemli bir unsurudur. Dolayısıyla bu çalışmada beşeri sermaye tanımlanarak kalkınma sürecine nasıl yön verdiği incelenmiş ve Devlet Planlama Teşkilatı tarafından yapılan sosyoekonomik gelişmişlik sıralamasında üst sıralardaki illere kıyasla Kayseri’nin sahip olduğu beşeri sermaye altyapısı ele alınmıştı

Abstract
There is no doubt about that human capital is the most important production factor. Theoretical and emprical studies improve the importance of human capital in development of countries. Growth improving foctor that classical growth theories have not been explained could have been explained by foregrounding the human factor like human capital and Ar-Ge. The infrastructure had have vital importance in developing educational level and the human capital stock of regions same as countries. For example educational and medical instituions in cities and also educational and healht expenditure of householders are the compenent in developing human capital as well as economic dynamism. Hence, in this paper human capital was explained and it was studied how it direct the devbelopment process.
