States to ensure that the highest level of social welfare, is working to deliver welfare of the people. Income equality, equal social rights have an important place in welfare states. The aim of this study is to rank the countries such as Sweden, Norway, Finland and Denmark, which are known as welfare states from the best to the worst by the help of TOPSIS method. The indicators, which consists in better life index, has been used as evaluating criteria.
