Abstract

From past to present, persons with disabilities face difficulties in the area of social, economic, education, family, rehabilitation, physical environment, transportation, employment, and these difficulties negatively affect their participation to social life. Local administrations take on important roles and responsibilities in the implementation of social policies in many developed and developing countries, and with the developing social state approach, they become one of the important representatives of the social state in the public releasing of social policies. Municipalities, whose authority and responsibility are generally regulation and facilitation of daily life, embrace ‘An accessible city for all’ idea. From this idea; the services and policies released by the local administrations to the disabled individuals increase the participation of them to the social life. Increasing the social policies and services to be implemented by the local administrations for the individuals accepted as disadvantage by the society and whose participation in the community is limited brings a living in a healthier and happier environment. The aim of this study is to evaluate the functions of local administrations in the participation of social life that is the fundamental right of disabled people with the scope of Sakarya Metropolitan Municipality sample. The research is compiled based on theoretical data.
