Abstract

Despite the acknowledged benefits of higher education and documented aspirations among the asylum seekers and refugees, their access and participation to higher education are seriously low both in neighboring first asylum and distant resettlement countries. In the light of shortcomings of the global refugee regime and host countries restrictive policies on higher education for asylum seekers and refugees, the article aims to map the regulative and institutional framework for Syrian students’ access to higher education in Turkey through document analysis and statistical data. The article argues that despite the competitive nature of higher education, Turkey has taken crucial steps to provide Syrian youth with access to higher education by revising and improving its legislative and regulative framework. However, the implementation still depends on institutional policies and practices, which require further research and analysis.
