Abstract

Public investment in Turkey is mentioned, people think of the factory will be built in the state. However, apart from this, the State also makes some expenditures under the name of public expenditures. These investments may not always be cash. Tax exemptions, incentives, such as methods can be given privileges in some areas. In addition, public investments include schools, libraries, student dormitories, roads, bridges, drinking water, irrigation water, livestock breeding, pest control, hospitals and health centers. In any case, it is far from being a center of attraction for eastern manufacturing and factory investments. This was due to the disorganization in the region, the limited accessibility of the area, the distance to important ports and roads, the geographical proximity of the highlands and the importance of the region not being affordable for investment. In Tunceli the state did not make factory type employment increasing investments. The fact that it is mountainous, not close to major transportation routes, its climate is too harsh to transport for a long time, and the low population is also effective. An important part of public expenditures made in Tunceli is infrastructure expenditures.
