Abstract

After resign at September 1937 of İsmet İnönü, known as the unchanging prime-minister of M. Kemal Atatürk period, the duty of prime-minister was given to Mahmut Celal Bayar, by the request of Atatürk. Approximately 13 months later by the Atatürk’s death, İnönü, who was elected to the Presidency, assigned Bayar again to establish the goverment. Thus, II. Celal Bayar Goverment started. This government has become a "transition government" for the post-Ataturk period. This feature of the government did not affect the legislature and the Grand National Assembly of Turkey has continued with the usual normal operation. In this study, The Turkey’s Grand National Assembly’s all works, according to their subjects under seperate headings on the period of II. Celal Bayar Government which was a start time on duty were examined.
