Abstract

In the Ottoman State II. With the Constitution, all citizens have equal rights. Muslims, who can not accept this event throughout the country, are involved in many undesirable events in many cities.Officers, II. When applying the legislation brought by Constitutional Monarchy, it faced many problems. Marash was one of the cities that reacted to the rule of the Constitutional Monarchy and equal rights. In Maras, Muslims, Catholics, Protestants, Armenians and other minorities lived together. Muslims in Marash were reacting to the ruling, stating that they could not be counted as non-Muslims. As a matter of fact, Hayri Bey, who was appointed as a marshal in Maraş during this period, was declared an unwanted man in the city because he wanted to apply the laws. Telegraphs were sent by the prominent figures of the city of Marash in line with the Ministry of Internal Affairs. In these telegraphs, the Mutasarrif declared that they played with the religious sentiments of the people and that the city was disturbed. Moreover, it is stated that such duty officers as Hayri Bey should be removed from duty. They made a demonstration and stoned their house to get out of the city. As a result of this incident which was transferred to the court, mutasarrif was taken from the duty and an investigation was initiated.
