Abstract

The aim of this study is to present a comparative analysis of police integrity across eleven countries. The data obtained from police officers from eleven countries by using the second version of the “police integrity” questionnaire developed by Klockars and colleagues was comparatively analyzed in this study. The questionnaire contains 11 hypothetical scenarios describing different forms of behaviours against police ethics. After each scenario same seven questions are followed: two of them are about evaluations of seriousness, one of them is about violation of agency rules, two of them are about discipline and two about willingness to report. While comparing integrity levels of police organizations across countries, the “ranking scale” which was used by Klockars and colleagues previously and developed by the author of this study was used. According to the results of the study, it was found that the ranking of the police integrity levels of the countries from high to low were; (1-2) Australia and Estonia, (3) United States of America (USA), (4) Slovenia, (5) South Africa, (6) Armenia, (7) Turkish Republic of Northern Cyprus (TRNC), (8) Croatia, (9) South Korea, (10) Thailand and (11) Russia. The findings of the study reveal that the TRNC Police Organization, in order to improve the level of police integrity in the TRNC, in particular, should raise the perceptions’ of police officers positively towards official rule violations.
