As a politician, lawyer and administrator, he took important duties. In the occupation process which started with the end of the First World War and the heavy treaties signed at the end of the war, he provided support and contributed to the national struggle in his mission. He was elected as the first deputy from Konya and continued this duty until 1935.Between 1935 and 1942, Refik Koraltan, who took a break as an administrator in his political life, was in the position of Artvin, Trabzon and Bursa governor. In this study, it was tried to evaluate the works carried out in the field of agriculture in the region while Refik Koraltan was in charge of Bursa governorship. Refik Bey contributed to the development of the region by working on policies to follow in the field of agriculture according to climate and geography of the region. As he did as a governor in Artvin and Trabzon, he recommended the manufacturer the production of products suitable for the climate and natural conditions of the region in the province of Bursa. He worked in this direction. Refik Koraltan worked on the development of the region by encouraging the producers in areas such as cosmetology, fruit, silk pest, viniculture, beekeeping, tobacco production, animal breeding and olive production. The years Refik Bey served as Governor of Bursa (1939-1942) both affected Turkey and the whole world. It was the years of World War II. During this period when İsmet İnönü was the President, Turkey made a great effort not to enter a possible war.The administrative task of Refik Koraltan, who was elected as Icel deputy in 1942, ended. He again participated in the Turkish Grand National Assembly. From this date, he continued active politics until the military coup of May 27th. The death sentence about Yassıada's trials resulted in life imprisonment.
