Abstract

Emergencies usually contain uncertainty, risks, urgency for rapid intervention in limited time and usually with scarce resources and communication problems etc. The backbone of national emergency management systems are local responders. If the emergency cannot be managed with local sources, regional and national organizations have to step in immediately. It’s possible to have many different organizations work together harmonious and efficiently by enforcing very well planned and practiced coordination strategies and management systems. In this study; literature review and survey results in Karabuk about strategic factors at emergency management coordination have been examined and submitted. Functional variables have been analysed with One-Sample t test and the relations between variables and descriptive features with Chi-Square test. The analysis shows that the strategic factors asked in the survey are partially being used in emergency system in Karabuk, and also some of those factors have not been anticipated as strategic by participants. In addition functional variables differs partially, according to the descriptive features. To enhance coordination in emergency management, it will be beneficial for different organizations improving their joint personel and resource management capabilities, strengthening local responders with national policies and verifying emergency service quality continuously.
