Upon this subject, the first attempt was done by bureaucrat section which gave opportunity for seeing the West and from the different state position. Varied prescriptions which was away from theoric economic knowledge put forward for saving the state from its dilemma. The other represantatives for saving state - Namık Kemal and Şinasi, who was the enlightened sections of that period - defended liberal solutions at their writings. However, just after the Tanzimat period the foreigners' activities, first of all in the country, led to recognize systematically scientific economics understanding. After the mid of 19. century with the translation activities the economics thought tried to start learning with its theoretical background. At this stage M. Şerif Efendi, who set contact with the West because of his knowledge of foreign language, became one of the prominent enlighteneds. At different newspapers he wrought lots of articles about economics, while he was becoming the first writer of literary economics composition. Therefore, because of these reasons M.
