Abstract

Basel Committee on Banking Supervision, a part of Bank for International Settlements (BIS) which consists of Central Banks of developed countries and banking sector supervision authorities, has affected enterprises in various ways through its regulations regarding banking sector. Basel regulations have led to a number of consequences for banks and for companies with financial relationships with banks.One of the consequences of its regulations is mandatory rating application for enterprises that demand bank credits. In the study Basel II, a model for estimating a financial failure using a logistic regression model was developed for the firms with SMEs operating in Turkey and a rating scale based on this model was established. Of the 4937 firms that made up the sample of the study, 67% had a C grade and 31.1% had a B grade. Only one firm received AA, which is the highest grade of our scale, 0.137% has received a note.
