Abstract

Bithynia became Roman land by the will of Nicomedes IV in 74 BC and was organized as a senatorial province. Even after the Augustan reorganization of the provinces, Bithynia preserved its statue. However, with the expansion of the eastern territory of Rome, the province’s logistical prevalence increased and by the time of Nero (54-68 AD) Bithynia Pontus was temporarily turned into an imperial province because of the Parthian threats in the east. Later, Trajan (98-117 AD) turned it into an imperial province again because of the economic and military problems. He appointed Pliny to the administration of the province with the title of legatus Augusti pro praetore, with extraordinary powers. There were constant military troops in the province, but the number of them was not very much. Roman emperors take special care of the road network of Bithynia et Pontus because of its strategic location. Some of them sent their procurators to the province and assigned them for road constructions and repairs. As a result, the status of Bithynia et Pontus changed periodically in parallel with the political developments in the east due to its strategic position.
