Abstract

Public policy; which is defined as governments' to do or not to do something about any subject, is shaped by the various actors on the basis of the country's socio-political, socio-economic and cultural values. Mutated at a remarkable rate within the public needs which each has a separated area of expertise and caused political transformations and conflicts; energy is an element of conflict and cooperation that dominated the last century. Energy need is increasing rapidly in parallel with the world population and governments are developing a number of energy policy in the context of public policy. The ownership of energy resources and the development level of a country, has raised the energy demand security problem by influencing the energy policies. Economic and political crisis and developments in the field of energy, inevitably, requires Turkey to revise her energy policies. clustered on a certain region and scarcity of resources forces Turkey to play on the right cards with strong public policy. The main purpose of this study, is to reveal opportunities and barriers for cooperation in the energy field between Iran and Turkey. To achieve the cited goal, Iran and Turkey's energy needs and energy cooperation alternatives in the future are given with the current situation. In this context, what they can do in the field of nuclear energy have been deal with a neorealistic approach because of its importance for both countries. Iran's sect based foreign policy, regional leadership, and regional competition policies, the conflicts of interest on terror and ethnic issues (PJAK, Turkish, Kurdish, Azeri) are obstacles to cooperation between the two countries. In the study the conclusion is reached that, although the two countries are rivals, their cooperation and eleminating the obstacles of their cooperation between them is more suitable; and to support this, earnings in the field of energy between countries are benefited.
