Abstract

Interest groups, crucial actors in national decision-making process, are also important participants in transnational decision-making process by shifting their activities with globalization to transnational system. EU, one of the transnational decision-making organizations, has also supra-national decision-making process. In EU interest group system, there is an intermutation between national interest groups and EU decision-making authorities. EU institutions demand specific knowledge namely “access good” from interest groups for accessing decision-making process. In this study, interaction process of Turkish interest groups having representative agency in Brussels with EU institutions, change of these groups in EU process and contribution of these groups on EU-Turkey relationship with their power of attorney are examined. For these purpose, Turkish interest groups having representations in Brussels are examined and then interviews are conducted with some of these groups such as, IKV, TOBB, TUSİAD, TİSK, TURKONFED, İTKIB, TUGİAD, KAGİDER and DİSK. It is concluded that interaction of Turkish interest groups with EU decision-making authorities and effectiveness of these groups on EU decision-making process are at low level.
