Abstract

Poppy is an economically high-valued plant that has been cultivated particularly in Anatolia and in many regions. Medical science and various industry branches have benefited from poppy, and it has been understood that it was used as a political and economic argument in inter-state relations. Beginning from the foundation of Modern Republic of Turkey, legislative arrangements have been started to apply regarding the poppy and opium production. Since poppy and its by-products have opiat effect, the control of them have been maintained by the United Nations, therefore as a contracting state this situation has affected Turkey’s opium production policy. In 1960s, Turkey restrained the areas where the poppy is being cultivated precisely because of the American pressure. Then, in 1971 Turkey prohibited the poppy production completely. This prohibition lasted until 1974. In this article, the historical background regarding the prohibition of poppy cultivation with American pressure and after a while renouncing this ban has been evaluated.
