Abstract

The subject of this article is the local governments in Finland, Denmark and Norway. The article focuses on the role, position, importance and function of local governments. In this context, the role, position and functioning of local governments have been tried to be explained by comparing them in three countries. Therefore, comparative method was used for the article. This method has an important use in many disciplines and is used in three different ways. First, it considers the overall reflections of two or more events or circumstances. The comparison here includes the features, practices, reflections and consequences of the compared issues. This comparison is explanatory. Second, it often tries to capture similarities and differences by observing two or more similar social events and processes. This method focuses on similarities without ignoring the differences. In this article, the first type of comparative method was mainly preferred. The reason for this preference is that the comparison does not focus on the similarities or differences of the local governments in the countries, but just focuses on explaining the local governments and their functioning in these countries. The first part of the study is mainly about the structure and the importance of local governments in Finland, Denmark and Norway. In the second part, the functioning, duties, authority distribution, budget, income and expenditure of the local governments in the mentioned countries are discussed.
