Abstract

Situating in the region of Karabakh of Azerbaijan Shusha City is under armenian’s occupation at present. The foundation of the city is related to Panahali khan the founder of Karabakh khanate. After Nadir Shah’s death in 1747 there occured a political dispersibility in South Caucasus. For this purpose Panahali khan built Bayat Castle in 1748 and Shahbulak Castle in 1752. Neither of these castles ensured the safety of khanate in the condition of incessant continuing intermediate wars, and for this purpose Panahali khan decided to build more solid and inaccessible castle. As the high plateau situating 1300–1600 meter above sea-level and enclosed by precipice cliffs on three sides met the requirements Panahali khan gave an order in 1754 for building the new castle. In 1756 after completing the necessary works to live safely the capital of Karabakh khanate was moved here. The new Castle was called by the name of its founder’s name in the first years as Panahabad, and afterwards as Shusha. The formation of Shusha City passed three levels. In the first level including the period of Panahali khan’s power “Tabrizli” district was built. Up to abolishment of Karabakh khanate the district had kept its name, afterwards according to relief structure it was called “Lower district”. This district held the streets of Chukur, Kurtlar, Julfa Seyidli, Quyular, Haji Yusifli, Dordler gurdu, Dord Chinar, Chl gala.
