Abstract

Financial integration is one of the important outcomes of monetary unions. As a consequence of financial integration, financial stability becomes a fact that should be dealt with union wide policies. However, in the pre-crisis period, providing financial stability was assigned to the national authorities in EMU. In this respect, dealing with the shock generated by the Global Financial Crisis and supporting financial institutions was left to the national authorities. Dealing with ailing financial systems hampered the government budgets and pave the way for Debt Crisis. When the Debt Crisis undermines the survival of the EMU, the union wide policies –such as Banking Union- have begun to emerge. The aim of this study is to analyze the financial stability in EMU with comparing the different approaches in pre and post crisis periods. With this aim, we evaluate the policies, institutions and measures in these periods.
