Abstract

In this study, in the first quarter of 16th century, according to a document was recorded at the beginning of the Suleiman the Magnificent period dated 928 Hijri (1521/1522) is examined both the institution of sanjak and town (kaza) of Ottoman Empire in Rumelia geography and the institution of judgeship moving from the knowledge of kadis in these areas. In addition, at the end of the document is a list of the kadis dismissed from Rumeli towns and kadis given positive reports about them who continue the duty or dismissed from Anatolia towns. Moving from this information it can be evaluated how the institution of Ottoman ilmiye (learned group) process. Finally, by comparison with another document that previously published dated 1522, the information in the resources is evaluated comparative. In this way both the organization of provinces of Ottoman Empire in Rumelia and in the special of judgeship, ilmiye (learned group) organization will be understood.
