Abstract

The purpose of this study is to explain the fact that in our days the digital media has placed the community under a central surveillance focus and, for doing this, the study is using the panopticon concept which is a prison model and a metaphoric concept to which Foucault referred for explaining surveillance in the modern community. Though Panopticon means surveying (opticon) the whole (pan), as a word of Greek root, it is used in the sense of “the place in front of the eye”. This study, which initially takes into consideration the matter of being under observation, is elaborating the subject of the negative effects of information technologies along with the present positive inputs. In this sense, disputes such as, especially, the limitation of freedoms, the abuses of privacy, the raise in totalitarian inclinations, the push up of dominant powers to the top government levels are the issues raised on the agenda.
