Abstract

Throughout the history, all states have done planned and systematic updates in their administratives for possessing more stable and reliable system at internal affairs but also getting more respected position at international arena. By means of the regulations which are named “Administrative Reform”, states have made an effort for ensuring more productive and stable governing structure. Truly in the history of Ottoman Empire which state has established typical governing structure with holding many civilizations’ heritages, it is possible encountering the subjected regulations. III. Selim and II. Mahmuds’ activities in the Ottoman era, Tanzimat and Royal Edict of Reform Act era with Constitutional Monarchy period are subjected reforms in numerous fields. These reform activities have political, economical, social dimensions but also consist administrative dimension. Therefore between the 1789-1922 dates compose this research’s historical frame.
