Abstract

The state control in Dersim was gradually weakened after it had been taken under Ottoman rule in the first quarter of the 16th century. In parallel with this development, Dersim historically emerged as a region where security problems were widely seen, the feudal order was deepened, census could not be carried out and taxes could not be collected as desired, while being more closed to the outside world and becoming more conservative. The reflections of the centralization the state was affected after the Tanzimat, and the reform and transformation in many fields, especially in the administrative structure were also seen in Dersim Sanjak. In order to solve the abovementioned growing problems those were inherited from the past, hours were spent and it was decided to initiate improvements for Dersim.
