Abstract
Agricultural irrigation is one of the largest water consumer group. Institutional capacity should be established to ensure effectiveness and efficiency in water use. Irrigation management is mainly carried out through water user associations in Turkey. There are structural problems in irrigation management. It is aimed to determine the atttitudes of the stakeholders to water user associations (WUA) and water management by face to face survey. The stakeholders has a general dissatisfaction about finding exactly enough of the current structures by 22.58%. The ratio of service quality that are fully adequate was 5.26%.Those who say legal regulations related to WUAs is need by 91.99%. This study is a first for the GAP Region. The results will help those who working in water management.
